International Workshop “The legal aspects of EU agricultural policy and  the role of agricultural products in the trade relationship between EU and Moldova” 

Dear stu­dents, junior pro­fes­sion­als and aca­d­e­m­ic community,

It is our plea­sure to inform you that the Inter­na­tion­al Work­shop “The legal aspects of EU agri­cul­tur­al pol­i­cy and  the role of agri­cul­tur­al prod­ucts in the trade rela­tion­ship between EU and Moldo­va”  is orga­nized with­in the project Fos­ter­ing Euro­pean Inte­gra­tion of the Repub­lic of Moldo­va with the spe­cif­ic accent on the agri­cul­ture sec­tor nr. 610667-PPE‑1–2019–1‑MDEPPJMO-PROIECT held on Sep­tem­ber 15th-16th in the State Agrar­i­an Uni­ver­si­ty of Moldo­va

Objec­tives:

  1.  To fos­ter a bet­ter under­stand­ing of the youth (incl. stu­dents), researchers, aca­d­e­mics, SMS, farm­ers, civ­il soci­ety orga­ni­za­tions regard­ing the EU agri­cul­tur­al pol­i­cy its mech­a­nisms towards Moldo­va, open­ness of EU mar­ket, fair trade rela­tions, the role of agri­cul­tur­al prod­ucts in the trade rela­tion­ship between EU and Moldo­va  through a capac­i­ty build­ing type event; 
  2.  To com­mu­ni­cate the­o­ret­i­cal issues in a pol­i­cy-ori­ent­ed way, bring­ing them into the prac­ti­cal lives of the oper­at­ing organizations;
  3.  Gath­er input from youth, researchers, aca­d­e­mics, farm­ers, civ­il soci­ety orga­ni­za­tions on how we could bet­ter reflect their con­cerns in the EU agri­cul­tur­al pol­i­cy,  the trade rela­tion­ship between EU and Moldova;
  4.  Engage Moldovan youth, researchers, aca­d­e­mics, farm­ers, civ­il soci­ety orga­ni­za­tions in cur­rent trade pol­i­cy issues between Moldo­va and EU;
  5. Strength­en youth, researchers, aca­d­e­mics, farm­ers, civ­il soci­ety orga­ni­za­tions by rais­ing aware­ness of exist­ing mech­a­nisms at their dis­pos­al through which they can voice their concerns;
  6. To elab­o­rate rec­om­men­da­tions for future devel­op­ment of the coop­er­a­tion of the tar­get groups and stakeholders.

Par­tic­i­pants: The Work­shop will bring togeth­er (at least 75 par­tic­i­pants, incl.5 non-local con­trib­u­tors) rep­re­sen­ta­tives of the EU Del­e­ga­tion to Moldo­va, the rep­re­sen­ta­tives of nation­al gov­ern­men­tal struc­tures in agrar­i­an, trade rela­tions, forestry, envi­ron­ment, food safety.etc fields, rep­re­sen­ta­tives of civ­il soci­ety orga­ni­za­tions, busi­ness asso­ci­a­tions, researchers, acad­e­mia (aca­d­e­m­ic and admin­is­tra­tive staff) and stu­dents, gen­er­al pub­lic (includ­ing mass-media).

Who can participate?

  • uni­ver­si­ty stu­dents from Bach­e­lor or Mas­ter studies; 
  • youth asso­ci­a­tions; 
  • uni­ver­si­ty lec­tur­ers and researchers, stu­dent asso­ci­a­tions, inter­est­ed admin­is­tra­tive staff;
  • Rep­re­sen­ta­tives of pub­lic admin­is­tra­tion, region­al admin­is­tra­tions who pri­mar­i­ly work with EU law/Policy and there­fore require both the­o­ret­i­cal and prac­ti­cal train­ing in EU inte­gra­tion issues;
  • Rep­re­sen­ta­tives of the diplo­mat­ic mission;
  • civ­il ser­vants from local,  and lead­ers of NGOs; 
  • wider pub­lic (includ­ing local mass-media).

Pre­lim­i­nary pro­gramme. The Work­shop dur­ing the two days will address the fol­low­ing topics: 

Intro­duc­to­ry ses­sion: 1) Strate­gic areas of coop­er­a­tion between EU and Moldo­va with focus on agri­cul­tur­al and trade pol­i­cy, 2) Impact and devel­op­ment of oppor­tu­ni­ties for Moldo­va with­in the EU-Moldo­va Asso­ci­a­tion Agree­ment and World Trade Orga­ni­za­tion; 3) open­ness of EU mar­ket to moldovan agri­cul­tur­al prod­ucts; 4) the role of agri­cul­tur­al prod­ucts in the trade rela­tion­ship between EU and Moldova. 

Ses­sion 1: EU agri­cul­tur­al pol­i­cy its mech­a­nisms towards Moldova. 

Will be pro­vid­ed a wide overview of the EU agri­cul­tur­al pol­i­cy, stan­dards, requests, leg­isla­tive pro­vi­sions and mech­a­nisms of imple­men­ta­tion of the reforms in this field, and, in par­tic­u­lar will be dis­cussed the legal aspects regard­ing the agri­cul­ture and rur­al devel­op­ment stip­u­lat­ed on the EU-Moldo­va Asso­ci­a­tion Agree­ment, open­ness of EU agri­cul­tur­al mar­ket, con­tact details, advice on where to start look­ing for more detailed infor­ma­tion on a par­tic­u­lar issues.

Ses­sion 2: Legal aspects regard­ing the EU food safe­ty pol­i­cy, qual­i­ty of farm­ing prod­ucts in com­par­i­son with EU-Moldo­va Asso­ci­a­tion Agree­ment provisions.

Will be pro­ject­ed and dis­cussed the achieve­ments, obsta­cles and oppor­tu­ni­ties for the tar­get groups with spe­cial focus on the involve­ment of the busi­ness and civ­il soci­eties organ­i­sa­tions from Moldova 

Ses­sion 3: two par­al­lel in-depth train­ing work­shops on access­ing the Euro­pean Neigh­bour­hood Pro­gramme for Agri­cul­ture and Rur­al Devel­op­ment (ENPARD) and leg­isla­tive pro­vi­sions regard­ing the agri­cul­ture and rur­al devel­op­ment stip­u­lat­ed on the EU-Moldo­va Asso­ci­a­tion Agree­ment (Chap­ter 12).

Ses­sion 4: two par­al­lel ses­sions on agri­cul­ture & envi­ron­ment and forestry.

Inte­gra­tion of envi­ron­men­tal con­cerns into the Agri­cul­tur­al Pol­i­cy aims to head the risks of envi­ron­men­tal degra­da­tion and enhanc­ing the sus­tain­abil­i­ty of agro-ecosystems.

Clos­ing Ses­sion: Pro­pos­als and Rec­om­men­da­tions. The par­tic­i­pants will elab­o­rate Pro­pos­als and rec­om­men­da­tions to nation­al leg­is­la­tors and deci­sion-mak­ers, gov­ern­men­tal bod­ies and agen­cies in Moldo­va and to all rel­e­vant EU institutions.

In order to address dur­ing the Work­shop the spe­cif­ic needs of the tar­get groups and stake­hold­ers we will elab­o­rate a ques­tion­naire which we will send by email to them in advance on the basis of which the Final pro­gramme will be elab­o­rat­ed, espe­cial­ly regard­ing two par­al­lel train­ing sessions.

Method­ol­o­gy: The Work­shop for­mat will be high­ly inter­ac­tive, with expert inter­na­tion­al keynote speak­ers (6 non-local con­trib­u­tors), pan­elists and senior rep­re­sen­ta­tives from the EU Del­e­ga­tion to Moldo­va. With prac­ti­cal inter­ac­tive ses­sions it will pro­vide par­tic­i­pants the oppor­tu­ni­ty to try out “on the ground” the lessons learnt from the EUAGRO project. In our pre-Work­shop recep­tion, net­work­ing break­fast and poster ses­sions, the event will pro­vide ample oppor­tu­ni­ties for direct exchange between dif­fer­ent stake­hold­ers as well as access to EU and MD policy-makers.

Back­ground mate­ri­als: Par­tic­i­pant will receive work­ing fold­er with includ­ed  project’s Leaflet, Brochure  ”Under­stand­ing of the main issues of EU poli­cies toward Moldo­va” (for young par­tic­i­pants), Guide “Agri­cul­tur­al pol­i­cy of EU and its mech­a­nisms towards Moldo­va” (Deliv­er­able 1, 3, 4).
