Roundtable “EU-Moldova Association Agreement: steps foreseen ” 

Dear stu­dents, junior pro­fes­sion­als and aca­d­e­m­ic community,

It is our plea­sure to inform you that the Round­table “EU-Moldo­va Asso­ci­a­tion Agree­ment: steps fore­seen ” is orga­nized with­in the project Fos­ter­ing Euro­pean Inte­gra­tion of the Repub­lic of Moldo­va with the spe­cif­ic accent on the agri­cul­ture sec­tor nr. 610667-PPE‑1–2019–1‑MDEPPJMO-PROIECT held on 12–13 Octo­ber 2022 in the State Agrar­i­an Uni­ver­si­ty of Moldo­va

Objec­tives:

  1.  To project the achieve­ments and obsta­cles of the Inte­gra­tion of Moldo­va with­in Euro­pean Neigh­bor­hood Pol­i­cy (ENP), name­ly to raise aware­ness and inform the wider pub­lic on the progress achieved towards polit­i­cal and eco­nom­i­cal asso­ci­a­tion of Moldo­va with the EU and pro­mote involve­ment of aca­d­e­mics, youth, civ­il soci­ety in the pol­i­cy development;
  2. Increase of the infor­ma­tion lev­el of the cit­i­zens of Moldo­va on the pur­pose and aims of the EU-Moldo­va Asso­ci­a­tion Agree­ment and to improve the under­stand­ing of the neces­si­ty to har­mo­niza­tion of laws, norms and reg­u­la­tions in var­i­ous trade-relat­ed sec­tors that will make this pos­si­ble the eco­nom­ic growth of Moldo­va;
  3. To increase the capa­bil­i­ty of the legal prac­ti­tion­ers and the mem­bers of oth­er tar­get groups includ­ed in the project for imple­ment­ing the EU norms, espe­cial­ly for food/agricultural products;
  4. To pro­vide a pre­cise analy­sis of the cur­rent state of imple­men­ta­tion of the pro­vi­sions of EU-Moldo­va Asso­ci­a­tion Agreement;
  5. To pro­vide a plat­form for high­light­ing main chal­lenges and exchang­ing of views on cer­tain prob­lem­at­ic issues con­cern­ing the cur­rent dimen­sion of the Euro­pean inte­gra­tion, open­ness of the EU mar­ket, Deep and Com­pre­hen­sive Free Trade Area (DCFTA) and to for­mu­late par­tic­i­pants’ rec­om­men­da­tions for improv­ing the cur­rent sit­u­a­tion in nation­al leg­is­la­tion and practice;
  6. To elab­o­rate rec­om­men­da­tions for future devel­op­ment of the coop­er­a­tion of the tar­get groups and stakeholders.

Par­tic­i­pants: The Round­table will bring togeth­er (at least 70 par­tic­i­pants, incl.5 non-local con­trib­u­tors) rep­re­sen­ta­tives of the EU Del­e­ga­tion to Moldo­va, Euro­pean Union and East­ern Part­ner­ship mem­ber states diplo­mat­ic mis­sions, aca­d­e­mics, the rep­re­sen­ta­tives of gov­ern­men­tal struc­tures, inde­pen­dent nation­al and Euro­pean experts, mem­bers of civ­il soci­ety orga­ni­za­tions and insti­tu­tions, civ­il ser­vants and mem­bers of local author­i­ties, Euro­pean and nation­al legal prac­ti­tion­ers (judges, lawyers, law offi­cial experts, court inter­preters), rep­re­sen­ta­tives of employ­ers orga­ni­za­tions and trade unions, , SMS acad­e­mia (aca­d­e­m­ic and admin­is­tra­tive staff) and stu­dents (B.A, M.A, PhD), gen­er­al pub­lic (includ­ing mass-media).

Who can participate?

  • uni­ver­si­ty stu­dents from Bach­e­lor or Mas­ter studies; 
  • youth asso­ci­a­tions; 
  • uni­ver­si­ty lec­tur­ers and researchers, stu­dent asso­ci­a­tions, inter­est­ed admin­is­tra­tive staff;
  • Rep­re­sen­ta­tives of pub­lic admin­is­tra­tion, region­al admin­is­tra­tions who pri­mar­i­ly work with EU law/Policy and there­fore require both the­o­ret­i­cal and prac­ti­cal train­ing in EU inte­gra­tion issues;
  • Rep­re­sen­ta­tives of the diplo­mat­ic mission;
  • civ­il ser­vants from local,  and lead­ers of NGOs; 
  • wider pub­lic (includ­ing local mass-media).

Pre­lim­i­nary pro­gramme: Dur­ing the two work­ing days will be address­es the fol­low­ing  main elements: 

Gen­er­al Ses­sion: will focus on the dis­cus­sions regard­ing the EU-Moldo­va Asso­ci­a­tion Agree­ment as the oppor­tu­ni­ty pro­vid­ed by  Euro­pean Neigh­bor­hood Pol­i­cy and, espe­cial­ly, by East­ern Part­ner­ship at the mul­ti­lat­er­al lev­el. In com­par­i­son with the  Euro­pean Neigh­bor­hood Pol­i­cy, the East­ern Part­ner­ship pro­vid­ed new inno­v­a­tive ele­ments, because it inten­si­fied the inte­gra­tion process of Moldo­va in the Euro­pean Union econ­o­my. This inte­gra­tion was ini­ti­at­ed by the Part­ner­ship and Coop­er­a­tion Agree­ment from 1994 and con­cretized by the  Euro­pean Neigh­bor­hood Pol­i­cy. As the  Euro­pean Neigh­bor­hood Pol­i­cy, East­ern Part­ner­ship relies, in large part, on the resump­tion of the “acquis com­mu­nau­taire” which is a pre­con­di­tion for the con­clu­sion of the asso­ci­a­tion agree­ment with the cen­tral ele­ment such as Deep and Com­pre­hen­sive Free Trade Area.

Ses­sion 2: will focus on the cur­rent state of imple­men­ta­tion of the EU-Moldo­va Asso­ci­a­tion Agree­ment, achieve­ment of the Moldo­va regard­ing key points of EU-Moldo­va Asso­ci­a­tion Agree­ment issues: 1) present achieve­ments with­in EU-Moldo­va Asso­ci­a­tion Agree­ment 2) steps which need­ed to under­tak­en 3) Open­ness of the EU mar­ket via Deep and Com­pre­hen­sive Free Trade Area (DCFTA) etc.

Ses­sion 3:will con­sid­er local self-gov­ern­ment and aca­d­e­mics, researchers, youth, stu­dents, civ­il soci­ety par­tic­i­pa­tion in deci­sion mak­ing process with the focus on four major top­ics: 1) progress achieved by Moldo­va with­in  World Trade Orga­ni­za­tion by sign­ing EU-Moldo­va Asso­ci­a­tion Agree­ment; 2) progress achieved by Moldo­va with­in EHEA; 3) progress achieved by Moldo­va with­in  Euro­pean Research Area; 4) EU trends in the field of edu­ca­tion & research.

Ses­sion 4:will address a wide range of top­ics cov­er­ing Moldovan‘s leg­is­la­tion and prac­tices on stan­dards, requests, leg­isla­tive pro­vi­sions, and regard­ing the trade rela­tions, agri­cul­ture and rur­al devel­op­ment, food secu­ri­ty, edu­ca­tion, research and inno­va­tion etc.  stip­u­lat­ed on the EU-Moldo­va Asso­ci­a­tion Agreement.

Ses­sion 5: will pro­vide the par­tic­i­pants with the analy­sis of the insti­tu­tion­al mech­a­nisms for the imple­men­ta­tion in prac­tice of the EU-Moldo­va Asso­ci­a­tion Agree­ment provisions. 

Clos­ing Ses­sion: Pro­pos­als and Rec­om­men­da­tions. The par­tic­i­pants will elab­o­rate Pro­pos­als and rec­om­men­da­tions to nation­al leg­is­la­tors and deci­sion-mak­ers, gov­ern­men­tal bod­ies and agen­cies in Moldo­va and to all rel­e­vant EU insti­tu­tions and bod­ies for improv­ing cur­rent legal and polit­i­cal sit­u­a­tions by for­mu­lat­ing some inno­v­a­tive approach­es in the frame of inter­na­tion­al process .

We will add to the agen­da spe­cif­ic top­ics, which will be rel­e­vant due time for Moldo­va. The prepa­ra­tion of the Final pro­gramme will be exe­cut­ed in a close col­lab­o­ra­tion with all stake­hold­ers in Moldo­va and EU.

Method­ol­o­gy: The Round­table for­mat will be high­ly inter­ac­tive, with expert inter­na­tion­al keynote speak­ers (10 non-local con­trib­u­tors), pan­elists and senior rep­re­sen­ta­tives from the EU Del­e­ga­tion to Moldo­va. With prac­ti­cal inter­ac­tive ses­sions it will pro­vide par­tic­i­pants the oppor­tu­ni­ty to try out “on the ground” the lessons learnt from the EUAGRO project. In our pre-event recep­tion, net­work­ing break­fast and poster ses­sions, the event will pro­vide ample oppor­tu­ni­ties for direct exchange between dif­fer­ent stake­hold­ers as well as access to EU and MD policy-makers.
